Lake Union Drydock Company is located in Seattle, Washington, and was established over 100 years ago with a proud history of building vessels from yachts and racing sailboats to minesweepers in WWII and the Korean War. Today the company provides maintenance and repair across commercial, tug, research vessels, and other market segments, servicing vessels from the Pacific Northwest, Alaska, the West Coast, and across the Pacific. Over the years the shipyard has developed a mutually supportive relationship with its workforce and includes nine craft shops with a culture built around craftmanship and working together. This union relationship allows flexibility for a wide range in the number of active craftworkers, ranging from 20 to 200. Currently we have craft employment of about 130 and we have an additional administrative staff of around 20.
The purchasing agent works with production management staff and craft leadership to ensure timely, cost-effective provision of goods and services. Responsible for purchasing parts, materials, services and equipment at the lowest total cost and/or best value, consistent with quality, quantity and specifications. This position is accountable for support of purchasing relationships and processes and coordinates material requisitions. The Purchasing Agent interfaces with suppliers to initiate purchase orders, coordinates delivery schedules to match production needs and coordinates participation of craftworkers and project managers to confirm that the goods received satisfy Quality Assurance requirements. The Purchasing Agent will work closely with shipyard craftspeople, shipyard project managers, vendors and subcontractors to promote communication and relationships that facilitate timely access to critical parts, materials and services.
This position reports to the Controller and is a supervisory position.
DUTIES AND RESPONSIBILITIES
- Receives and reviews requests from Production and Estimating departments in the form of Bills of Material, Specifications, Purchase Technical Specifications, and creates/processes requisitions for assigned projects and commodities to assure completeness, accuracy and conformance to requirements. Selects reliable sources in accordance with established business unit guidelines, requests bids as necessary, evaluates quotations and makes final supplier selection independently or in consultation with Production staff as appropriate.
- Solicits for and negotiates competitive prices for materials, goods and services in a manner that supports the production needs of the Company. Continually works to maintain and manage Supplier relationships.
- Issues purchase orders in a manner that ensures the best combination of value, quality, delivery time, and price.
- Negotiates, secures, and follows-up on supplier commitments that ensure timely deliveries of quality materials. Assures that suppliers satisfy all requirements and specific terms and conditions of purchase. Ensures alternative supplier(s) are available in the event a primary vendor is unable to perform per specifications.
- Monitors purchase orders to assure vendor adherence to delivery commitments, pricing commitments, promised quantities of delivered goods, quality of products provided, provision of quality assurance documentation and material certification documentation.
- Maintains and provides complete and accurate status reports to applicable Production Management personnel routinely or on request for all orders issued. Tracks delivery of goods and completion status of supplier and subcontractors. Works with Production staff to reconcile product delivery issues.
- Works with the Accounting Department in a timely manner to confirm that vendor invoicing is appropriate and correct.
- Monitors material inventory to assure appropriate in stock quantities of parts, materials and consumable goods. Performs an annual comprehensive inventory of company store stock.
- Performs related purchasing functions such as computer input and issuing of purchase orders and related correspondence; and associated clerical functions of filing, mailing and documentation control.
- Coordinates shipping and/or receiving material. Shipyard contact point for all freight activities.
- Supervises Storekeeper and acts as backup storekeeper. Provides efficient quality customer service by distributing supplies to production workers and charging them to the related job.
- Maintains inventory of parts and critical safety equipment. Updates unit pricing of individual parts. Ensures material distributed from storeroom is tracked and accounted for in shipyard’s point-of-sale software system.
- Assists estimating department with sourcing and pricing of material and subcontractor services required in a solicitation.
QUALIFICATIONS
- Three (3) to five (5) years of experience as a Buyer or Assistant Buyer, preferably related to the purchase of mechanical materials, parts and services related to maritime industries. This role supports the production efforts of between 100 and 200 craftspeople.
- Associate or bachelor college degree in business related field.
- Experience supervising others.
- Experience with cost/price analysis, bid analysis, and analyzing product availability.
- Knowledge of accounting, material procurement, and data processing systems.
- Experience with all phases of the procurement cycle.
- Strong communication and negotiation skills.
- Ability to work cooperatively and problem-solve with others.
- Ability to manage multiple tasks and priorities in an intense time-sensitive environment with frequent interruptions.
- Ability to exercise sound judgment, work independently, prioritize duties, and follow through tasks to completion.
- Ability to price and/or procure material using a Bill of Materials that references national or international standards.
- Knowledge of Federal and State restrictions on procurement of material including source, grade and/or method of testing. Ability to research and understand FAR procurement regulations.
- Familiarity with purchasing/cost software programs (including bar coding systems).
- Experience with MS Office Suite programs with advanced-level Excel experience.
- Ability to effectively communicate orally and in writing using English.
- This position requires US Citizenship to comply with Dept of Defense requirements.
- All candidates must submit to and pass a post offer drug screening and background check before employment begins. Failure to complete either of these steps will result in disqualification.
- Preference for the following additional qualifications:
- Experience with technically specified materials or services.
- Maritime industry experience.
- Knowledge of Puget Sound maritime industry suppliers.
- Certification as CPM (Certified Purchasing Manager), CPIM (Certified Production and Inventory Manager) or APICS (American Production and Inventory Control Society) certification.

This is a full-time, non-exempt position with an hourly pay rate of $33.65 - $40.87 (annualized equivalent of $70,000 - $85,000). It is an on-site position in downtown Seattle working between the hours of 6am – 2:30pm daily with occasional weekend work required.
WORK ENVIRONMENT
- Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard.
- The individual may be required to be in production areas within the facility and onboard ships.
- The person must be able to climb inclined stairways and must be able to lift 20 pounds. Must be able to frequently bend, kneel, reach, push, pull, walk and stand.
