About the Role
The Logistics Associate for Head Start Monitoring Reviews handles the day-to-day review logistics requirements, including travel arrangements, reimbursements, and communications with review teams. This role is key to ensuring that monitoring events are carried out smoothly and efficiently, which contributes to the success of the broader OHS monitoring process.
Logistics Associates must have a strong attention to details, excellent organizational skills, and be proficient in Microsoft Office tools and managing data in logistics systems.

How You Contribute to the Team:
Travel and Logistics
- Book and confirm travel arrangements for reviewers, ensuring compliance with federal travel regulations and reviewer preferences.
- Coordinate with hotels, airlines, rental car and other lodging and transportation providers to meet deployment requirements.
- Establish processes to ensure quick and efficient responses to travel requests and changes, including those caused by on-site disruptions, emergencies, health and/or safety issues.
- Remain informed and prepared to respond to contingency plans and rapid-response protocols established by the Logistics Manager.
Documentation and Communication
- Establish processes for the preparation and distribution of travel packets, itineraries, and location briefings to deployed reviewers.
- Prepare and distribute clear, concise and accurate materials to reviewers, and ensure electronic copies are available to other monitoring review team members, as appropriate.
- Serve as point-of-contact for logistical questions and real-time support during travel and on-site monitoring.
Expense Processing and Tracking
- Establish a process for organizing and maintaining records of travel costs, lodging confirmations, and per diem allowances for each review event.
- Ensure records are organized, accurate, up to date, and in a format that supports quarterly reporting on logistical cost and deployment trends.
- Prepare reconciliation documentation and other materials for the Logistics Manager and Account Clerk, as requested.
- Collaborate with OHS and contractors as needed to ensure the accuracy of data in IT-AMS and designated travel management tools.
Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.

Education and Experience Requirements:
- Associate degree in logistics, operations management, public administration, business or a related field; Bachelor’s degree is preferred
- Minimum 3 years of experience in travel coordination or administrative role requiring travel coordination for field team or remote workforces
Skills and Expertise:
- Knowledge of federal travel rules, per diem structures, and expense documentation standards
- Strong attention to detail, with a track record of accurate logistical tracking and documentation
- Excellent organizational and multitasking skills
- Proficiency with travel and/or logistics tracking systems
- Proficiency with computer, Internet, Microsoft Office (Outlook, Word, Excel, and PowerPoint); experience with SharePoint and Monday.com desirable.
- Proficient with video meetings/conferencing (e.g., Zoom, Adobe, MS Teams).
- Ability to adapt quickly to new applications.
- Able to meet job requirements while working in a remote work environment.
Communication Skills:
- Excellent organizational and interpersonal skills to support cross-functional teams
- Ability to communicate clearly and collaboratively with diverse teams, grant recipients and other stakeholders.
- Clear written and spoken communication skills.
- Ability to manage multiple priorities and stakeholders under tight deadlines.
- Must be able to communicate, collaborate and interact with colleagues in a remote work environment; must participate in virtual meetings, appear on camera as needed, and contribute to meeting content as required.
There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align with the specified role, geographic location, education as well as contract provisions regarding labor categories that are specific to the position.
BCT offers a competitive total compensation package that, for this position, includes a base salary between $55,000 and $65,000 along with a generous benefits package. BCT’s benefits include partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.
This is a remote position located in the fifty United States or Washington, DC. This Project
Head Start (HS) is a national program that provides comprehensive child development services, primarily to low-income children and their families, and includes Early Head Start (EHS), Migrant and Seasonal Head Start (MSHS) as well as American Indian/Alaska Native (AIAN) programs.
The Head Start program is administered by the Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS). The Head Start Act and OHS require periodic monitoring and review of all federally funded Head Start programs to ensure adherence to Head Start Program Performance Standards (HSPPS) and regulations. This project is responsible for the monitor review scheduling, team deployment and management, travel planning and logistics, content area expertise, conducting reviews and monitoring report drafting.
