Job Title: Mental Health Services Program Manager

REPORTS TO: Director of Strategic Development

SUPERVISES: Mental Health Clinicians, Program Coordinator, Administrative Support, Volunteer Facilitators, and Interns.

POSITION SUMMARY: The Mental Health Services Program Manager is responsible for the overall planning, development, implementation, management and evaluation of the Hope Counseling and Children’s Grief Support Program.

RESPONSIBILITIES:

Provides leadership and oversight of Hope Counseling and Children’s Grief Support Program which includes budget preparation, adherence to policies and procedures, service delivery, quality improvement, and compliance with state and federal regulations including provider credentialing. Manages the training, supervising and evaluating of program personnel. Ensures appropriate service delivery, engages in continuous quality improvement and proposes new efficiencies which best meet the needs of CHHS clients. Participates in CHHS policy and procedure development, attends monthly staff meetings. Presents a monthly program statistical report to Director of Strategic Development.

Carries a partial case load of Hope Counseling clients to support productivity that is billable up to 50% of total work time.

Responsible for the Children’s Grief Support Program growth into additional schools and surrounding communities. Assist with contract management, including negotiations with school district personnel. Develops new or revised services to best meet the needs of CHHS clients. Ensures appropriate volunteer facilitator training for the provision of quality services.

Reviews Hope Counseling documentation of assessments, treatment plans, progress notes, contracts and grant reports. Works in collaboration with leadership to develop a plan for evolving Hope Counseling program.

Provides information to individuals and community groups about Hope Counseling and the Children’s Grief Support Program and opportunities. Serves as a CHHS public resource as a speaker, trainer and presenter.

Performs other duties as assigned by the Director of Strategic Development.

Observes all CHHS policies and procedures and safety requirements as outlined in adopted policies and procedures as well as the Injury and Illness Policy.

Maintains a professional appearance of self and work area; exhibits appropriate behavior with clients and staff, i.e. respectful, courteous, supportive, and professional at all times.

SUCCESS FACTORS:

Knowledge of mental health regulatory requirements.

Ability to adhere to and ensure compliance with CHHS policies and procedures, Board of Behavioral Sciences (BBS) requirements for mental health providers, and HIPAA policies.

Ability to communicate on a professional level in both written and verbal forms.

Ability to handle confidential information and disseminate appropriate information to employees, volunteers, and other departments.

Ability to identify and resolve routine and non-routine problems.

Ability to be self-motivated and work independently.

Ability to work in a high stress environment and maintain a positive work attitude while working with clients, staff, and the community.

QUALIFICATIONS:

Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT) CA professional license is required.

At least two years of experience providing mental health services and/or bereavement.

Computer data entry and database maintenance skills required.

At least two years of experience providing hospice support services is preferred.

At least one year of experience as a supervisor is preferred.

Bi-lingual in Spanish/English is preferred.

Experience working with volunteers is preferred.

Possess a philosophical stance compatible with hospice and palliative care ideals.

Possess public speaking skills.

Demonstrates good communication and interpersonal skills.

Ability to work in a supportive manner in a team setting.

Self-motivated and able to work independently.

Possesses a valid California driver’s license, reliable transportation, and current auto insurance.

WORK ENVIRONMENT: This position works in an office environment using a computer and general office equipment as well as on site on school grounds.

WORK SCHEDULE: This position is full-time regular exempt position required to work 40-hours per week. Work hours are scheduled during regular business operation periods to manage the program appropriately. When needed, extra work time may be needed depending on organization needs.
