Full-Time (Non-Exempt) Location: Winnebago Tribal Police Department, Winnebago NE 68071 Job Purpose & Position OverviewThis professional position plays a vital role in supporting the smooth operation of a law enforcement agency. The Law Enforcement Assistant job purpose plays a crucial support role in the financial and budgetary operations of a police department and law enforcement agency, and encompasses a wide range of administrative, clerical, and sometimes even direct support functions. This is a highly responsible, professional position within the Police Department that assists staff with administrative tasks and is responsible for court paperwork, processing of tickets, preparation of a variety of documents, processing records requests, and general support to all police officers. Work is highly confidential and includes considerable contact with criminal justice officials including Chief of Police, Law Enforcement Officers, Criminal Investigators, attorneys, judges and other law enforcement agencies.Essential Duties/Responsibilities include the following:Within the Winnebago Tribal Police Department, acts as a central resource person for implementing and maintaining office control systems such as those for location, arrangement, access to, and use of office files, and for maintenance, transfer, and disposition of records.Evaluates office procedures and office structures for all subordinate clerical functions. Eliminates conflicting or duplicate procedures.Recommend office equipment purchases and recommend office restructuring for the Winnebago Tribal Police DepartmentManagement of department supply inventory, processing purchase requisitions, and tracking expenses. Develops and writes instructions for clerical procedures for use by clerical staff.Non-procedural problems/questions, the employee may recognize and report unusual situations requiring guidance from the Chief of Police for all personnel management support activities, including recruitment and hiring, position control, security clearance procedures, support staff utilization. Coordinates activities with the Police Chief, LT Police Officer and other staff as needed.Serves as Winnebago Tribal Police Departments liaison to the budget and Winnebago Tribal Finance office to provide information, monitor budgets, submit requests or changes, and similar activities. Maintains the Winnebago Tribal Police Departments budget and serves as a liaison to coordinate and correspond with the Winnebago Tribal Finance Department on budget related accuracy and issues.Reviews the Winnebago Tribal Police Departments budget submission for technical accuracy, completeness, and adequacy of funds.Provided recommendations on changes necessary to coordinate its scheduling and other requirements. Maintain integrity if various financial transactions in financial databases and financial systems while managing budget keeping an accurate record.Performs training support duties such as coordination, scheduling, and acquisition of training and/or the maintenance of training records and files. Serves as the focal point for arranging and coordinating training activities.Preform secretarial duties in support of the Chief of Police and the subordinate staff, by performing general office work auxiliary to the work of the Winnebago Tribal Police Department. Performs duties such as, receiving, scheduling, referring, processing incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication.Develop background information and prepare outlines for the Chief of Police public speaking engagements, papers, correspondence/reports. Scheduling appointments, coordinating meetings and/or scheduling conferences. Maintaining time and attendance reports for staff.Performs office automation duties using such software applications as electronic mail, desk-top publishing, calendar, spreadsheet, database, and/or graphics.Serves as an office automation technical support expert.Troubleshoot user application problems such as use of commands merging data formatted with different software applications, and/or recovery procedures in the event of power outages, surges or command errors.Provides excellent customer service to all citizens who they encounter. Provide public and communication support operating police radios, phones, and other communications equipment to receive and process requests.Work with Winnebago Public Safety Commission to create community partnerships ensuring better understanding of the needs of citizens to improve trust between law enforcement and residents.Develop collaborative partnerships between the law enforcement agency and the community to develop solutions to problems and increase trust in police.Work closely with the Winnebago Public Safety Commission and accounting department to ensure department strategies are forecasted correctly.Develop short, intermediate and long-range plans with recommendations to the Winnebago Public Safety Commission regarding departmental needs and tribal laws.Assist the Chief of Police to ensure annual and semiannual evaluations of Departmental staff, with Supervisors assistance, are conducted and report outcomes of evaluations to the Winnebago Public Safety Commission.Attend Winnebago Public Safety Commission meetings and community meetings as requested in order to report on the status of the Department, budget, evaluations and other issues within the community.Maintain or cause to be maintained. a complete record of service of all Department members and all records as required by the Winnebago Tribe Human Resources Department.Ensure control of records and physical security of all assets coming into the possession of the department through periodic inventories, audits, and oversight provided by records control designee assigned by the Chief of Police.Encourage residents to participate with law enforcement to keep their own community safe.Assist in planning for other public safety services, such as fire, court, disaster planning, etc.Other related duties as assigned.Required Qualifications/SkillsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Applicant must also adhere to Winnebago Tribe of Nebraska drug screening policesComplete the Winnebago Tribe of Nebraska Pre-Employment/Investigation formFully understands the objective of the Winnebago Safety Commission Act and the Winnebago Tribal Police Department and is knowledgeable in policies and procedures.Practical knowledge of technical methods and administrative procedures in a law enforcement field requiring extended training or experience, to perform such work as extracting various sources when its requires considering the applicability of information and the characteristics and quality of the sources, and carry out limited projects that involve use of specialized complicated techniques.Knowledge of and skill in applying limited analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.Knowledge of administrative functions, process, practices and procedures to perform administrative support duties, including personnel action requests, budget assistant, training support, and office automation support.Detailed knowledge of procedures and regulations covering the processing of wide range of budgetary transactions to process and extract budgetary data from a variety of forms, documents, and reports to ensure problems are resolved in balancing accounts, verify accuracy and prepare reports on status of funds.Ability to establish and maintain effective personal relationships with individuals and organization and to create a climate of mutual respect in order to solicit support and cooperation from representatives of other agencies and groups.Knowledge of Winnebago Tribal budgetary practices and procedures.Experienced in the use of computers with standard office software.Ability to plan, organize, and direct the work of subordinates performing varied operations connected with police activities.Prepare and present concise and meaningful oral and written material relating to the activities of the Winnebago Tribal Police Department.Deal effectively with the public and provide appropriate referrals to other social service agencies.Work under physically and emotionally stressful situations.Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.The ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.Education Required: Associate's degree is requiredTwo or more years of progressive administrative experience, often with substantial public contact and general office support work. Experience in a law enforcement environment is preferred.Licenses & RegistrationsAll applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies, and to comply with PL 101-630 and PL 101-637 regarding criminal records check.Incumbent is required to operate a government motor vehicle, must possess a valid driver's license, and have a safe driving record within the 4-year period immediately preceding.Candidate must comply, in accordance with 25 C.F.R. Subpart D, 12.32, successfully pass a thorough background investigation; and comply with the provisions of the Indian Child Protection and Family Violence Prevention Act (ICPFVPA), 25 U.S.C. 3201-3211 and 18 U.S.C. 1169; 25 C.F.R. Part 63; and Winnebago Tribal Police Department code of conduct and ethics.Physical Requirements:Typically, the employee sits comfortably to do the work, However, there may be walking, standing, bending, carrying of light items such as books, papers, small parts or driving an automobile etc. No special physical demands are required to perform the work.Special Conditions:Must be at least 21 years of age.If claiming veteran status, DD Form 214 is required for verification.Sign a service contract with the Winnebago Tribe of Nebraska.Provide verification if claiming Native American Preference.Subject to a full psychological analysis by qualified physicians to determine mental and emotional stability.Drug Testing. This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received.Work Environment:Typically, an office environment, but may involve some exposure to stressful or sensitive situations.Attends meetings and training at various sites within and away from the reservation. Must successfully pass a background investigation in accordance with federal requirements.
