About the Role
Our client, a RI Municipality, is seeking a seasoned Consolidated Human Resources Coordinator to lead and manage a comprehensive range of HR functions, including recruitment, employee relations, compensation and benefits, training, policy development, and compliance. This leadership role will support a diverse workforce in a unionized environment and contribute to strategic HR initiatives and organizational effectiveness.
The position operates under the general supervision of the Administration and Finance department and is a key driver of HR operations across the municipality.
Key Responsibilities
· Supervise and manage the HR team and oversee all HR operations.
· Develop department goals and standard operating procedures.
· Administer employee benefits including health, dental, retirement, PTO, workers’ comp, and leaves of absence.
· Manage recruitment, onboarding, job postings, and exit interviews.
· Maintain accurate HRIS and personnel records (paper and digital).
· Oversee classification systems, pay plans, and compensation audits.
· Create and manage HR reports, including EEO, benefit, and compliance reporting.
· Lead EEO, Affirmative Action, and diversity programs and training.
· Manage external vendor relationships for benefit and system enhancements.
· Design and execute employee engagement, recognition, and wellness programs.
· Handle employee relations, grievances, investigations, and training initiatives.
· Ensure compliance with federal, state, and municipal employment laws.
· Support organizational changes such as departmental reorganizations and job reclassifications.
· Represent the organization at hearings related to unemployment, workers’ comp, and grievances.
Qualifications
Required:
· Bachelor’s degree in Human Resources, Business, Public Administration, or related field.
· Minimum 5 years of exempt-level HR experience, including 3 years in a supervisory capacity.
· Strong knowledge of employment law and HR best practices.
· Proficiency in Microsoft Office Suite and HRIS platforms (Munis or similar).
· Valid Driver’s License and reliable transportation.
· Ability to work flexible hours, including occasional evenings and weekends.
Preferred:
· HR certification (PHR, SPHR, SHRM-CP/SHRM-SCP).
· Experience in municipal government or unionized environments.
· Bilingual in English and another language is a plus.

Work Environment & Physical Demands
Office-based role with moderate noise levels.
Occasional lifting of up to 25 pounds.

Travel required between work sites and external meeting locations.
