CH2M HILL BWXT West Valley, LLC (CHBWV) is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1 – Facility Disposition Project at the West Valley Demonstration Project. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, CHBWV continues to decontaminate and decommission facilities at this site.

JOB SUMMARY/PURPOSE OF POSITION
The Information Technology (IT) Manager is responsible for the development, execution and maintenance of overall IT strategy and project implementation while staying within the limits of requirements specifications, costs, and timelines. The IT Manager will oversee IT infrastructure, configuration, and cyber security delivering a stable, secure networking environment.
REQUIREMENTS/SPECIFICATIONS
Education/Experience:
- Bachelor’s degree in computer science, Management Information Systems (MIS), or related field
- Minimum of ten (10) years of related experience or the equivalent combination of education and experience.
Other Requirements
- Experience working in a DOE environment with working knowledge of DOE Directives, Department of Energy Acquisition Regulations (DEAR), and Federal Acquisition Regulations (FAR) preferred.
- Advanced knowledge of Microsoft Office Suite.
- Strong analytical skills

MAJOR RESPONSIBILITIES/SCOPE OF WORK

- Oversee all technology operations (e.g., network security) and plan, organize, control, and evaluate according to established goals.
- Safeguard information system assets by identifying and solving potential and actual security problems, security vulnerabilities, and eliminate issues with strategic solutions to increase data safety.
- Ensure the consistent application of cybersecurity policies and standards across all technology projects, systems, and services, including privacy, risk management, compliance, and business continuity management.
- Help to resolve cybersecurity policy and standard deployment challenges and risks.
- Complete projects by coordinating resources and timetables with user departments.
- Maintain organizations effectiveness and efficiently by defining, delivering, and supporting strategic plans for implementing information technologies.
- Recommend information technology strategies, polices, and procedures by evaluating organization outcomes, identifying problems, evaluating trends, and anticipating requirements.
- Verify application results by conducting system audits and assess their outcomes.
- Preserve assets by implementing disaster recovery, back-up procedures, information security, and control structures.
- Accomplish financial objectives by forecasting requirements, preparing annual budget, scheduling expenditures, analyzing variances, and initiating corrective action.
- Remove barriers to enable department personnel to achieve company objectives.
- Oversees all help desk activities.
- Build and maintain vendor relationships and manage the purchase of hardware and software products with Procurement.
- Identify and provide standards for gathering information for use in trend analysis and reports information to company management.
- Communicate effectively with internal and external customers to identify needs and evaluate alternative business solutions.
- Maintain quality service by establishing and enforcing organization standards, policies, and procedures.
- Maintain professional and technical knowledge. Remain at the forefront of emerging industry practices by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
- Regular attendance is required.
- Contributes to team effort by accomplishing related results as needed.
ESSENTIAL FUNCTIONS:
- Excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate strategic information security topics, policies, and standards as well as risk-related concepts to technical and nontechnical audiences at various hierarchical levels.
- Sound knowledge of business management and an advanced knowledge of information/cybersecurity policies and standards.
- Proven experience working in IT operations, leading technology teams, and overseeing information technology projects.
- Excellent understanding of computer systems, security, network and systems administration, databases and database storage systems, and telecommunications systems.
- Excellent knowledge of technical management, information analysis, computer hardware/software systems, and cyber security.
- Expertise in data center management, data governance, data privacy and protection, and internet governance.
- Hands-on experience with computer networks, network administration, network installation, and cyber security.
- Experience with document creation and editing, spreadsheets, internet software, email and/or database software, and cyber security.
- Must be self-directed to establish priorities, work schedules, and control costs and meet deadlines. Must be able to interpret and follow a wide variety of guidelines, policies, and established practices to accomplish complex tasks.
- Must be able to establish project goals, policies, performance standards, planning, staffing, managing work, monitoring performance, and implementing corrective actions. Must be able to direct the work of others, develop, and implement special projects and resources.
- Must be able to develop and execute short- and long-term plans.
- Ability to read and comprehend instructions and short correspondence, write simple correspondence, and effectively present information one-on-one and in small group situations to customers, clients, and other employees of the organization.
- Apply common sense understanding to carry out detailed written or oral instructions, deal with problems involving several variables in standardized situations.
