The Newborn Screening, Associate Laboratory Director serves as a clinical consultant for the Newborn Screening services, supervises scientific managers, professional/technical staff and administrative support positions. Job Responsibilities Oversees, develops and implements related policies and procedures. Plans, organizes, directs and coordinates the delivery of health services. Monitors and evaluates healthcare programs. Provides leadership to subordinate managers and staff.Primary Duties & Responsibilities:•Assures that community health care services are adequate, appropriate, and accessible•Develop long and short-term goals for the health agency and participates in the agency's strategic and operational planning•Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges health care employees•Maintains awareness of advances in medicine, computerized diagnostic and treatment equipment, data processing technology, government regulations, health insurance charges, and financing options•Manages human resources and directs administrative activities for health care employees•Monitors and evaluates the effectiveness of services and programs•Oversees the planning, development, scheduling, and implementation of health care programs and activities•Participates in the development and administration of budgets•Performs community assessments and develops policies and plans based on data collection, activity reports, planning documents, program plans and objectives•Plans and organizes program structure and policies to meet organizational and programmatic objectives•Plans, organizes, and directs the work of the unit(s) to provide continuous active treatment to the patients served•Set priorities and implements goals and objectives to meet or resolve identified health problems•Provides leadership to subordinate managers and staff Minimum Qualifications Doctorate degree in a related filed from an accredited college or university AND Four years of management/supervisory experience in health care services,ORTwo years at the lower level (HCM013) or position equivalent,ORMaster's degree in a related field from an accredited college or university AND Five years of management/supervisory experience in health care services,ORBachelor's degree in a related field from an accredited college or university AND Six years of management/supervisory experience in health care services.Note: Some positions may require certification and/or licensure.Education & Licensure Requirements:Must possess an earned doctoral degree in biology, microbiology, chemistry or related fields; and must either be certified or eligible for certification, by an accepted certifying agency. Must submit international evaluation if degree was granted by a foreign educational institution.Required to meet State of Georgia licensure and Federal (CLIA'88) certification requirements for a Clinical Laboratory Director.Must possess certification as a High Complexity Laboratory Director (HCLD) or pass an approved certifying examination within eighteen (18) months of hire date as a condition of employment.U.S. citizenship required, and must pass Select Agent (SA) security clearance: ().Experience Requirements:At least four (4) years of demonstrated technical experience in a clinical laboratory.
