Sr. Director of Safety, Security and First Aid

This position will plan, establish, implement and provide coordinated leadership and direction in all aspects of safety, security and security systems policies and procedures to protect the team members, guests, vendors, reputation, brand, facility and other assets of Churchill Downs Racetrack (“CDRT”) and its satellite horse training and stabling operation at Trackside Louisville located approximately 5 miles from CDRT.

Recruit and lead a year-round Security team fostering an atmosphere of staff development, training and team building.

Work collaboratively with external agencies such as federal, state, local law enforcement and emergency services to create a safety and security plan for Kentucky Derby week to ensure a safe environment for all team members, vendors and guests during a period that includes our largest attended events of the year as well as being on an international stage for the running of the Kentucky Derby. The Senior Director of Safety, Security and First Aid will work internally with the CDRT and Churchill Downs Incorporated (“CDI”) management teams, and collaborate effectively with all CDRT departments, including Operations, Facilities, Events, Sales, Partnerships, Finance, Human Resources and Legal departments on safety and security matters regarding all events at CDRT.

SPECIFIC DUTIES AND RESPONSIBILITIES

Develop, administer, and oversee procedures to promote a safe and secure environment for team members, guests, and vendors.

Develop and implement strategic loss prevention and safety awareness programs designed to progressively pursue a safe and secure environment.

Provide management for all services and activities involved in event and building security, emergency preparedness, and risk management using independent judgment and personal initiative.

Oversee and monitor the safety and security systems at all CDRT locations. These would include surveillance / CCTV, access control, key control, vault and radio communications.

Lead incident command response team in emergency situations; Provide effective direction to staff; update and manage facility Emergency Response Plans with regular updates and training exercises.

Oversee implementation of regulatory safety training programs to include: HAZCOM, Bloodborne Pathogens and Lock-Out/Tag-Out; Implement employee safety training programs from initial orientation through departmental safety training.

Provide continuous monitoring of sprinkler systems, fire extinguishers, fire and smoke detection devices and other fire and/or safety matters on the various properties. Compile and submit any suspected violations to the appropriate internal contacts for review and proper response.

Analyze loss data to determine what areas need special attention and inform management of the results to include appropriate recommendations.

Coordinate the establishment of and maintain active role in the safety committee.

Keep management fully apprised of all Risk Control System developments/results through attendance at management meetings and issuance of reports.

Liaison with representatives of federal, state and local government officials to ensure cooperation and coordination of activities with law enforcement and firefighting agencies.

Create and manage traffic and security deployments in coordination with private security and local law enforcement.

Oversee property medical services including ambulance services during live racing and training hours. Monitor work habits and response procedures and make recommendations, as appropriate.

Monitor all entry and exit gates located on the property, at the Greenhouse location, and at the Trackside location (Poplar Level Road). Maintain efficient staffing and ensure that guards are checking for proper entry and exit credentials, driving credentials, and as considered necessary are inspecting vehicle contents. Effectively monitor all horse entries and exits with procedures approved by the Director of Racing/Racing Secretary.

Work closely with Kentucky Horse Racing and Gaming Corporation (“KHRGC”) and Horseracing Integrity and Safety Authority (HISA) regulators to ensure that all rules and regulations are followed including, but not limited to, licensing.

Attend and participate (as appropriate) in all KHRGC and HISA meetings. Respond to and resolve horsemen problems or issues.

Monitor all agencies, vendors and companies conducting business at CDRT including, but not limited to, the Lifestyle Program, Backside Chaplaincy, KHBPA, KTA, and the Backside Learning Center. Ensures that all organization activities and operations are carried out in compliance with local, state, and federal regulations and laws governing business operations.

Report suspicion of or actual security issues and/or any other criminal activities to Manager for review and response. Follow up appropriately on any information pertaining to suspected or actual illegal activity in or on the various Churchill Downs properties.

Perform other related duties, as assigned.

SUPERVISORY RESPONSIBILITIES
The Senior Director of Safety, Security and First Aid will direct all Security, Safety and First Aid Staff and will work with other CDRT/CDI management personnel to fulfill all responsibilities of the job.

EDUCATION, TRAINING, AND EXPERIENCE

Education/License Requirements: 4-year accredited college degree, preferably in Engineering, Operations, Environmental Health & Safety, Business Administration/Management, Emergency Management or Criminal Justice OR ten (10) years of safety, security and security systems leadership experience in a large institutional or governmental environment.

Experience Requirements: A minimum of ten (10) years of managerial and policy making experience in emergency management, safety and security and/or large event field. Experience managing the safety and security efforts for a large assembly or sporting venue is preferred.

Must demonstrate an ability to understand and manage the financial aspects for all assigned departmental costs within budgetary guidelines and a Profit and Loss (“P&L”) statement for the department.

Excellent interpersonal and communication skills, as well as demonstrated professionalism and diplomacy.

Exceptional organizational and project management skills with an ability to handle multiple assignments in a fast-paced environment with tight deadlines.

Current and valid driver’s license required. CPR and First Aid Instructor preferred.

Ability to exercise sound business judgement generating effective solutions quickly and or raising issues to appropriate management as necessary.

Must demonstrate a team player spirit with an exceptional customer service attitude.

Must be able to work flexible hours including some weekends and evenings.

While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The noise level in this work environment is usually low to moderate, however can peak at high levels during live racing events including Kentucky Derby week events.
