Description
MPF Federal is seeking a highly skilled and experienced Test & Evaluation (T&E) Subject Matter Expert (SME) to join our team. The ideal candidate will have a robust background in T&E within a Department of Defense (DoD) program office environment, as well as hands-on experience with specialized testing methodologies such as HALT (Highly Accelerated Life Testing), HASS (Highly Accelerated Stress Screening), and FRACAS (Failure Reporting, Analysis, and Corrective Action System). This role involves providing technical guidance and subject matter expertise for the development of professional coursework covering T&E strategies, ensuring compliance with DoD standards and policies, and contributing to the reliability and effectiveness of defense systems.
Applicable Experiences:
- Expert level knowledge and experience with constructing Reliability Models and the associated growth curves.
- Providing expert-level guidance on the integration of T&E activities within program management frameworks.
- Developing and maintain key T&E documentation, including the Test & Evaluation Master Plan (TEMP), Test & Evaluation Strategy (TES), and Integrated Decision Support Key (IDSK).
- Ensuring all T&E activities align with DoD Instruction 5000.89 and other relevant standards and policies.
- Collaborating with acquisition managers, systems engineers, and other stakeholders to ensure that testing supports the program's overall objectives.
- Leading the planning, execution, and analysis of specialized tests, including HALT, HASS, and reliability testing, to identify and mitigate potential system failures.
- Comfort and expertise extracting reliability requirements for testing from a variety of sources (i.e. CDD, ICD, CEP)
- Providing expert-level guidance on Root Cause Correction Actions, Failure Reporting, Regression models, and Reliability Models.
- Overseeing the implementation and management of FRACAS to systematically track and address system failures.
- Developing and refine testing procedures and methodologies to enhance the reliability and maintainability of defense systems using resource requirement infrastructure tools.
- Deep understanding of Reliability scoring, analyzing data for reliability metrics, projections, confidence intervals, and reliability block diagrams.
- Providing technical support and guidance in the evaluation of test data, ensuring that it meets established metrics and supports operational requirements.
- Participating in Curriculum Requirements meetings and lend expertise in course development meetings as needed.
- Serving as the lead SME in the development of course and credential exercises, projects, and assessments.
- Participating in Scrum and SWARM approaches to flexible team-based development using ADO Kanban boards.
- Collaborating with cross-functional teams to ensure testing is aligned with broader program goals and mission objectives.
- Ensuring all T&E activities comply with applicable DoD standards, including MIL-STD-810G, DODI 5000 and support the requirements outlined in the TEMP and TES.
- Documenting testing processes, results, and findings, and provide detailed reports to program management and other stakeholders.
- Reviewing and select commercial training material for appropriateness and inclusion in DAU courseware.
Requirements
- Full-Time; Core Hours 8:00am - 3:00pm EST
- Quarterly travel to Fort Belvoir, Virginia, additionally as needed
- Bachelor's degree in Engineering, Computer Science, or a related field; advanced degree preferred.
- Minimum of 7 years of experience in Test & Evaluation within a DoD program office or a similar environment.
- Proven experience in developing coursework and/or trainings for professional adults.
- Extensive knowledge and hands-on experience with HALT, HASS, FRACAS, and other reliability testing methodologies.
- Proven experience in developing and managing T&E documentation such as TEMP, TES, and IDS.
- Strong understanding of DoD acquisition processes and relevant standards, including DoDI 5000.89-.91.
- DAWIA Level II or III certification in T&E, Systems Engineering, or a related field is highly desirable.
- Experience with Scrum, SWARM, and other Agile methodologies.
- Excellent communication and collaboration skills, with the ability to work effectively in cross-functional teams.
- Must be a US Citizen with the ability to obtain a favorable background check.
Preferred Qualifications:
- Experience with Agile methodologies, particularly in reliability and process improvement.
- Certified Reliability Engineer (CRE), Certified Software Test Engineer (CSTE), or similar certifications are a plus.
- Previous experience with DAU learning assets or similar educational content development.
