Description

Under the direction of the 911 Director this position assists in the administration and operation of the Public Safety Radio System (PSRS) and oversees the day-to-day aspects of the computerized and non-computerized equipment. This position serves as the Systems Administrator and single point of contact for end users and all system vendors.

Essential Functions

1. Serves as the point of contact for the PSRS. Maintains responsibility for the upkeep and maintenance of all equipment associated with the System.

2. The system administrator is responsible for the over all operation of the radio system and is to act as the single point of contact for end users and all system vendors. Those tasks include but are not limited to the following activities.

3. Oversee and is responsible for the administration and operation of the new Ingham County Simulcast Radio System. This requires the ability to lead and coordinate the successful operation of the system. This includes working with Michigan's Public Safety Communication System (MPSCS) to coordinate radio and pager programming and operations to assure all devices work on the State's radio system. This position also includes coordinating interoperability for the following counties: Ingham, Eaton, Jackson, Washtenaw, Livingston, Shiawassee and Clinton.

4. System and device management, changes to all radios regarding talk groups and configuration are to be coordinated through the system administrator with prior approval from the 911 Director. This includes working with the 911 Director with the on-going development and management of the system fleet mapping.

5. Point of contact for end users/other agencies to modify, add, or change talk groups and take those requests to the 911 Director for approval or not and maintain current system talk groups/configurations and update the master configuration sheets as required.

6. Consults and meets with 26 user agencies regarding radio network use to determine needs, address problems, and adjust procedures as necessary. Responsible for building radio templates for programming and building pager templates for fire departments. Responsible for all templates, talk groups, channels, and zones in the radios.

7. All requests to add additional devices or radios to the system must be coordinated through the system administrator. This would include additional radios for all agencies currently participating in the system. The system administrator will take those requests to the 911 Director.

8. Monthly status reports to be given to the 9-1-1 Advisory Committee that identifies all actions, issues, changes, system outages, etc.

9. Maintains a current vendor list and act as the primary contact person for vendors for sites, services, tower owners, shelters, generators, and MPSCS. This position also requires the inspection of each transmit and receive site on a weekly basis to ensure site security and notify the owner of vendors responsible for that site.

10. Coordinates and reviews site work by outside vendors at tower locations and Central Dispatch for necessary maintenance and repair to maintain operability of the public radio system.

11. Ensures that the emergency general fuel supplies are adequate and arrange to have those needs meet as required.

12. Validates that the weekly test activities are taking place. Ensure all annually check with the tower sites have been performed and new contracts established if necessary.

13. Responsible for inventory of equipment i.e. radios, pagers, and all portable radio chargers. Also responsible for collection of old inventories, warranty return, and coordination.

14. Responsible for updating the Console Alias Manager (CAM) and keeping the program updated as well as keeping current on all training necessary to operate the system correctly and efficiently.

15. Responsible for the Radio Manager program. This requires training that must be kept current.

16. Program radios and manage radio templates for all public safety partners and Central Dispatch. Must also field any changes necessary to help our public safety partners operate efficiently in their role.

17. Be point of contact for Central Dispatch with the MPSCS and be current on any changes that the State makes with our public safety radio system

Other Functions
Performs other duties as assigned.
General knowledge of the system elements associated with this network, trunked radio
systems, digital microwave networks, packet networks, cross-connect equipment, other
controllers and switches, hubs, routers, servers etc.
Since it is imperative that the person in this position have a complete understanding of the
user's equipment, he or she must acquire specific knowledge of the MPSCS and the
respective System Elements and Subsystems in a short time after accepting this position.
Must have knowledge of problem diagnosis, resolution, and communications solutions
necessary to maintain and enhance network operation, availability, and reliability.
Ability to communicate, orally and in writing, in a clear and concise manner with all levels
of personnel, so that necessary maintenance and upgrade activities can be coordinated
effectively and widely understood.
Ability to function in a high-pressure network management environment associated with
network control and system coordination.
The person in this position must be willing to work under potentially stressful situations.
Ability to utilize monitoring systems to analyze data, format and report as required
Knowledge and/or training is desired in various communications technologies such as
trunked radio systems, digital microwave systems, network protocols and equipment, etc.

Employment Qualifications

Education: High school graduation or equivalent with advanced coursework or training in telecommunications including 911 equipment, familiarity and maintenance.

Experiences:

Three years of experience maintaining two-way radio and/or microwave radio equipment or experience functioning in a network management/network control position.

Experience and knowledge of police, fire and EMS operations preferred.
